Provincial Spatial Development Framework
Subsequent to the approval of the Western Cape Provincial Spatial Development Framework (PSDF) as a Structure Plan in terms of Section 4(6) of the Land Use Planning Ordinance, 1985 (Ordinance 15 of 1985) on 24 June 2009, the Department of Environmental Affairs and Development Planning (DEA&DP) committed to initiate the review and update the PSDF in 2011.
In view of the importance of the PSDF and to ensure that it stays a relevant spatial planning policy document, it needs to be reviewed and updated at least every five years.
As important administrators of the PSDF, your Municipality/Institution is requested to respond to the request of the Department for comments and inputs on the content of the document.
The aim of the Department is to improve the existing document. Previous comments and internal discussions revealed that uncertainty exist regarding some aspects discussed in the PSDF. Some uncertainties existed in the interpretation of certain sections and criticism was received on the content thereof.
In addition, more constitutional information has come to light concerning the distinction between Provincial and Municipal planning and it page 2 of 2 is clear that the PSDF addresses some issues of Municipal planning. The latter will have to be excised.
A clear motivation for the suggested amendment must be provided including the recommended phrasing.
